The question which is better might be irrelevant if one simply used both RSS and Atom on their website.

However, I might surmise that could be a bad idea and you will end up with two different items of identical content.

Is using both worse than chosing just one format?

Never thought of it that way - That you end up with two different items of identical content. I'm linking to both the RSS and atom feed from my blog home page. Dunno why, but only atom page is getting spidered by all the search engines. They simply ignore the RSS feed.
